We cordially invite excellent young scientists from overseas to apply for the Excellent Young Scientists Fund.
一、關(guān)于海外優(yōu)青項(xiàng)目
I.About the Excellent Young Scientists Fund Program (Overseas)
優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）旨在吸引和鼓勵在自然科學(xué)、工程技術(shù)等方面已取得較好成績的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國（來華）工作，自主選擇研究方向開展創(chuàng)新性研究，促進(jìn)青年科學(xué)技術(shù)人才的快速成長，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國建設(shè)貢獻(xiàn)力量。
The program aims to attract and support outstanding young scholars from abroad—including non-Chinese international talent—who have achieved significant breakthroughs in natural sciences, engineering, and technology.By encouraging them to work in China, the initiative enables independent, cutting-edge research, accelerates the development of scientific and technological expertise, and cultivates future academic leaders to drive China’s scientific progress.
資助強(qiáng)度：100-300萬元。
資助期限：3年。
Funding Amount: RMB 1–3 million.
Funding Duration: 3 years.
二、申請條件
II.Application Criteria
1.遵守中華人民共和國法律法規(guī)，具有良好的科學(xué)道德，自覺踐行新時代科學(xué)家精神
1.Applicants should comply with the laws and regulations of the People’s Republic of China, uphold scientific ethics, and embody the spirit of scientists in the new era.
2.出生日期在1985年1月1日（含）以后
2.Applicants should be born on or after January 1, 1985.
3.具有博士學(xué)位
3.Applicants must hold a doctoral degree.
4.研究方向主要為自然科學(xué)、工程技術(shù)等
4.Research focuses include natural sciences, engineering, or related fields.
5.在取得博士學(xué)位后至2025年9月15日前，一般應(yīng)在海外知名高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)獲得正式教學(xué)或者科研職位，且具有連續(xù)36個月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績特別突出的，可適當(dāng)放寬工作年限要求（不適用于通過中外聯(lián)合培養(yǎng)方式取得海外博士學(xué)位的情況）
5.After obtaining a doctoral degree, applicants must have held formal teaching or research positions at overseas universities, research institutions, or corporate R&D departments for at least 36 consecutive months prior to September 15, 2025.Exceptional candidates with overseas doctoral degrees may receive relaxed work experience requirements (excluding joint doctoral programs).
在海外工作期間，同時擁有境內(nèi)帶薪酬職位的申請人，其境內(nèi)帶薪酬職位的工作年限不計入海外工作年限
Note: Years spent in paid positions within China during overseas employment will not be counted into the overseas work experience.
6.取得同行專家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿?/strong>
6.Applicants demonstrate peer-recognized research achievements and potential to become an academic leader or distinguished talent in the field.
7.申請人尚未全職回國（來華）工作，或者2024年1月1日以后回國（來華）工作。獲資助通知后須辭去海外工作并全職回國（來華）工作不少于3年
7.Applicants who have not yet returned to work in China or who returned to work in China on or after January 1, 2024, must resign from overseas positions and work full-time in China for at least 3 years upon receiving the grant.
限項(xiàng)要求：
執(zhí)行國家科技人才計劃統(tǒng)籌銜接的相關(guān)要求。同層次國家科技人才計劃只能承擔(dān)一項(xiàng)，不能逆層次申請
Restrictive Requirements:
Individuals at the same level of the national science and technology talent plan can only undertake one project and are not allowed to apply for projects at a lower level.
對于已申請2025年度上半年優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）的申請人，因時間結(jié)點(diǎn)原因?qū)е虏环袭?dāng)時申請條件、但符合新增批次申請條件的，可申請新增批次項(xiàng)目；其他申請人不得在新增批次重復(fù)提交申請。
Applicants who submitted proposals for the first half of the 2025 Outstanding Young Scientists Fund (Overseas) but did not meet the eligibility criteria due to timing constraints—yet now satisfy the requirements for the supplementary batch—are eligible to apply.All other applicants are prohibited from applying.
已申請2025年度其它同層次國家科技人才計劃的，不得在新增批次申請優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）。
Applicants who have already applied for other national science and technology talent programs at the same level for the 2025 funding cycle are ineligible to apply.
三、支持政策
III.Support Policies
（一）干事創(chuàng)業(yè)
(I) Career Development
1.學(xué)校崗位：事業(yè)編制，可直接認(rèn)定正高級職稱。
1.Permanent post: Senior academic position is offered on the public institution system of contractual employment.
2.科研團(tuán)隊(duì)：支持組建科研團(tuán)隊(duì)，優(yōu)先支持招聘青年教師、博士后研究人員，優(yōu)先保證博士研究生招生指標(biāo)。
2.Team building: We provide support for establishing research teams, prioritize the recruitment of junior faculty and postdoctoral researchers, and guarantee PhD student quotas.
3.政策持續(xù)支持：對于進(jìn)入會評階段但未入選人員，經(jīng)學(xué)校人才引進(jìn)程序可按第三層次人才享受相關(guān)待遇，并優(yōu)先推薦納入省級人才計劃。
3.Continued policy support: Candidates who reach the final review stage but are not selected could be employed as third-level talent and given priority in recommendations for provincial talent programs.
（二）安居樂業(yè)
（II） Living Support
4.提供住房保障：入職后的前3年，享受學(xué)校提供每月5000元房租補(bǔ)貼。經(jīng)認(rèn)定為海南省C類人才后可申請海南省人才公寓一套（面積不超過150平方米，在海南工作滿8年無償贈與100%產(chǎn)權(quán)），并享受海南省高層次人才相關(guān)待遇，具體以海南省最新政策為準(zhǔn)。
4.Housing: We offer monthly rent subsidy of 5,000 RMB for the first three years.If recognized as a C-level talent in Hainan, you can apply for a talent apartment (≤150㎡, full ownership after 8 years of service) and enjoy the relevant benefits.The specific benefits shall be subject to the latest policies of Hainan Province.
5.協(xié)助配偶工作：配偶具有碩士及以上學(xué)位、符合海南大學(xué)人才引進(jìn)政策的，經(jīng)考核合格納入人員總量管理；不能解決的可根據(jù)考核情況和學(xué)校崗位需求，按照勞務(wù)派遣方式擇優(yōu)安排相應(yīng)工作。
5.Spouse work arrangement: Spouses holding a master’s degree or higher could be employed on a guaranteed position upon successful assessment.Those who do not meet the requirements or pass the assessment will be given priority for employment as contract workers.
6.提供服務(wù)保障：按照海南省相關(guān)政策，對應(yīng)享受落戶、子女入學(xué)和醫(yī)療保障等方面的服務(wù)保障待遇。
6.Additional benefits: We support residency permits, children’s education, and healthcare services in accordance with Hainan’s policies.
7.享受個稅政策：按《海南自由貿(mào)易港享受個人所得稅優(yōu)惠政策高端緊缺人才清單管理暫行辦法》執(zhí)行，個人所得稅實(shí)際稅負(fù)超過15%部分予以免征。
7.Tax benefits: Personal income tax exceeding 15% will be exempted for eligible talents.
