        01 海外優(yōu)青項目介紹

        Introduction to the NSFC Science Fund Program for Distinguished Young Scholars (Overseas)

        國家自然科學基金優(yōu)秀青年科學基金項目(海外)旨在吸引和鼓勵在自然科學、工程技術等方面已取得較好成績的海外優(yōu)秀青年學者(含非華裔外籍人才)回國(來華)工作,自主選擇研究方向開展創(chuàng)新性研究,促進青年科學技術人才的快速成長,培養(yǎng)一批有望進入世界科技前沿的優(yōu)秀學術骨干,為科技強國建設貢獻力量。為進一步完善科學基金人才資助體系,充分發(fā)揮科學基金引進和培養(yǎng)人才的功能,吸引更多海外優(yōu)秀青年人才回國(來華)工作,國家自然科學基金委員會已啟動2025年新增批次優(yōu)秀青年科學基金項目(海外)申報工作。

        The NSFC Science Fund Program for Distinguished Young Scholars (Overseas) aims to attract and encourage outstanding young scholars from abroad (including non-Chinese foreign talents) who have achieved notable accomplishments in natural sciences, engineering, and technology to return to or come to China for work. The program supports scholars in independently selecting research directions to conduct innovative studies, fostering the rapid development of young scientific and technological talents, and cultivating a group of exceptional academic leaders poised to advance global scientific frontiers, thereby contributing to building a strong nation in science and technology. To further enhance the talent funding system of the Science Fund, fully leverage its role in attracting and nurturing talent, and encourage more outstanding young scholars from overseas to return to or come to China, the NSFC has launched the application process for the 2025 additional cohort of the Science Fund Program for Distinguished Young Scholars (Overseas).

        優(yōu)秀青年科學基金項目(海外)的申請人應當具備以下條件:

        (1)遵守中華人民共和國法律法規(guī),具有良好的科學道德,自覺踐行新時代科學家精神;

        (2)出生日期在1985年1月1日(含)以后;

        (3)具有博士學位;

        (4)研究方向主要為自然科學、工程技術等;

        (5)在取得博士學位后至2025年9月15日前,一般應在海外知名高校、科研機構、企業(yè)研發(fā)機構等獲得正式教學或者科研職位,且具有連續(xù)36個月以上工作經(jīng)歷;在海外取得博士學位且業(yè)績特別突出的,可適當放寬工作年限要求(不適用于通過中外聯(lián)合培養(yǎng)方式取得海外博士學位的情況)。在海外工作期間,同時擁有境內(nèi)帶薪酬職位的申請人,其境內(nèi)帶薪酬職位的工作年限不計入海外工作年限。

        (6)取得同行專家認可的科研或技術等成果,且具有成為該領域學術帶頭人或杰出人才的發(fā)展?jié)摿Γ?

        (7)申請人尚未全職回國(來華)工作,或者2024年1月1日以后回國(來華)工作。獲資助通知后須辭去海外工作并全職回國(來華)工作不少于3年。

        Applicants for the NSFC Science Fund Program for Distinguished Young Scholars (Overseas) must meet the following conditions:

        1. Comply with the laws and regulations of the People's Republic of China, demonstrate good scientific ethics, and actively embody the spirit of scientists in the new era.

        2. Born on or after January 1, 1985.

        3. Hold a doctoral degree.

        4. Focus primarily on research in natural sciences, engineering, or technology.

        5. Between obtaining a doctoral degree and September 15, 2025, generally have held a formal teaching or research position at a renowned overseas university, research institution, or corporate R&D organization, with at least 36 consecutive months of work experience. For those with a doctoral degree obtained overseas and exceptionally outstanding achievements, the work experience requirement may be appropriately relaxed (not applicable to those who obtained an overseas doctoral degree through joint Chinese-foreign training programs). Work periods at paid positions in China during overseas employment will not count toward the overseas work experience requirement.

        6. Have achieved research or technological accomplishments recognized by peer experts and demonstrate potential to become an academic leader or outstanding talent in the relevant field.

        7. Have not yet returned to (or come to) China for full-time work, or have returned to (or come to) China for work after January 1, 2024. Upon receiving funding, applicants must resign from overseas positions and work full-time in China for at least 3 years.

        限項要求:

        (1)執(zhí)行國家科技人才計劃統(tǒng)籌銜接的相關要求。同層次國家科技人才計劃只能承擔一項,不能逆層次申請。

        (2)對于已申請2025年度上半年優(yōu)秀青年科學基金項目(海外)的申請人,因時間結點原因導致不符合當時申請條件、但符合新增批次申請條件的,可申請新增批次項目;其他申請人不得在新增批次重復提交申請。

        (3)已申請2025年度其它同層次國家科技人才計劃的,不得在新增批次申請優(yōu)秀青年科學基金項目(海外)。

        Restrictions:

        1. Comply with the coordination requirements of national science and technology talent programs. Applicants may only undertake one project at the same level and cannot apply for programs at a lower level.

        2. Applicants who applied for the NSFC Science Fund Program for Distinguished Young Scholars (Overseas) in the first half of 2025 but did not meet the eligibility criteria at that time due to timing issues, yet meet the eligibility criteria for the additional cohort, may apply for the additional cohort. Other applicants must not resubmit applications in the additional cohort.

        3. Applicants who have applied for other national science and technology talent programs at the same level in 2025 are not permitted to apply for the additional cohort of the NSFC Science Fund Program for Distinguished Young Scholars (Overseas).

High Starting Point with Fast-Track Opportunities: Offer a permanent professor position with the title of Elite Professor and direct access to a fast-track process for doctoral supervisor qualification. For candidates who participate in the oral defense evaluation for the NSFC Science Fund Program for Distinguished Young Scholars (Overseas) but do not pass, the university provides a fast-track entry to the “Beiyang Scholars Talent Program” with a permanent position. Successful candidates of the Overseas Program will receive supplementary benefits as per the recruitment package.

        05 天大經(jīng)管歷史沿革

        CoME History

        天津大學(Tianjin University),其前身為北洋大學,始建于1895年10月2日,是中國第一所現(xiàn)代大學,開中國近代高等教育之先河。天津大學最早的管理學教育可追溯至北洋大學建校初期,并在1942年“西北聯(lián)大”時期正式增設工業(yè)管理系。改革開放后,全國最早恢復管理學教育,1978年,成立系統(tǒng)工程研究所,系全國最早創(chuàng)立系統(tǒng)工程研究所的四所高校之一。1979年,成立管理工程系。1984年,經(jīng)教育部批準成立管理學院,天津大學成為新中國高校最早創(chuàng)立管理學院的四所院校之一。2009年,天津大學率先在管理和經(jīng)濟學科群試行學部制改革,成立管理與經(jīng)濟學部。

        Tianjin University, formerly known as Peiyang University, was founded on October 2, 1895, as China’s first modern university, pioneering modern higher education in the country. The university’s management education traces its origins to the early days of Peiyang University and was formally established with the creation of the Department of Industrial Management in 1942 during the “Northwest United University” period. Following China’s reform and opening-up, Tianjin University was among the first to restore management education nationwide. In 1978, it established the Institute of Systems Engineering, one of the earliest such institutes among four universities in China. In 1979, the Department of Management Engineering was founded. In 1984, with the approval of the Ministry of Education, Tianjin University established the School of Management, becoming one of the first four institutions in New China to create a management school. In 2009, Tianjin University took the lead in implementing a faculty system reform for its management and economics disciplines, establishing the College of Management and Economics.

        Discipline Scope & Faculty Member Team

        管理與經(jīng)濟學部學科覆蓋面廣,涵蓋管理學門類的管理科學與工程、工商管理學、公共管理學三個一級學科,經(jīng)濟學門類的應用經(jīng)濟學一級學科及工科門類的系統(tǒng)工程二級學科等。學部在學科建設中取得了突出成績,其中管理科學與工程學科入選國家一流學科,并在軟科2024年最好學科排名中位列第2(前1%);工商管理學科也取得了歷史性突破。

        College of Management and Economics offers a broad spectrum of disciplines, encompassing three first-level disciplines in management—Management Science and Engineering, Business Administration, and Public Administration—as well as the first-level discipline of Applied Economics within economics and the second-level discipline of Systems Engineering within engineering. The College has achieved remarkable success in disciplinary development, with Management Science and Engineering selected as a national first-class discipline and ranked 2nd (top 1%) in the 2024 Best Chinese Subjects Ranking. The Business Administration discipline has also made historic breakthroughs.

        College of Management and Economics is distinguished by a high-caliber teaching and research team, comprising 196 professional faculty members, including 66 professors, 91 associate professors, and 39 lecturers. Among them are 10 national-level leading talents, 10 national-level young talents, 3 Tianjin Municipal Distinguished Teachers, and 9 recipients of the Baosteel Outstanding Teacher Award.

        學部通過了中國高質量MBA教育認證(CAMEA)、AMBA認證和AACSB認證。2018年7月,在學位中心公布的全國首次專業(yè)學位水平評估結果中,天津大學MBA項目被評為A(天津市唯一)。

        College of Management and Economics has earned CAMEA, AMBA, and AACSB accreditations. In July 2018, in the first national professional degree evaluation by the Degree Evaluation Center, Tianjin University’s MBA program was rated A, the only such program in Tianjin.

        Faculty members focus on cutting-edge international academic research, having published over 30 papers in top-tier international journals such as Management Science, Operations Research, MIS Quarterly, and Nature Climate Change in the past five years. These efforts have consistently driven the production of high-quality, original academic outputs, earning more than 50 research awards at the provincial and ministerial levels or above.

        Concurrently, College of Management and Economics aligns its research with national economic, social, and technological development, as well as major national strategic needs. In recent years, it has secured funding for 1 Major Project of the National Natural Science Foundation of China, 3 National Key Research and Development Program projects, 18 Key Projects of the National Natural Science Foundation of China, 7 Major Projects of the National Social Science Fund of China, and 3 Key Projects of the National Social Science Fund of China.

        National Research Platforms and Bases

        學部獲批了首批教育部哲學社會科學重點實驗室(培育)、天津大學國家儲能技術產(chǎn)教融合創(chuàng)新平臺(全國高校首批三所之一)、國家知識產(chǎn)權戰(zhàn)略實施研究基地等在內(nèi)的10余個國家級和省部級科研平臺。

        The College has been approved to establish more than ten national and provincial-level research platforms, including the first batch of Key Laboratories (Pilot) of the Ministry of Education for Philosophy and Social Sciences, the National Energy Storage Technology Industry-Education Integration Innovation Platform of Tianjin University (one of the first three among national universities), and the National Intellectual Property Strategy Implementation Research Base, among others.

        Additionally, the College possesses over 1,000 square meters of experimental space and has invested more than ten million yuan in recent years to build state-of-the-art experimental conditions for scientific research. These include eye-tracking devices, motion capture systems, virtual reality setups, driving simulators, decision-making lab, real-time environmental data collection systems, and high-performance computing platforms, providing robust support for various cutting-edge research in economics and management.

        International Cooperation

        為提升國際化辦學水平,學部于2014年9月成立天津大學管理與經(jīng)濟學科國際顧問委員會(以下簡稱“委員會”)。委員會是由全球著名商(政)界領袖、知名管理學家和經(jīng)濟學家以及社會賢達組成的高端顧問機構,旨在為天津大學管理與經(jīng)濟學科的長遠發(fā)展提供戰(zhàn)略指導與審議、資源匯集與整合,并作為管理與經(jīng)濟學部與國際學界、業(yè)界溝通對話的橋梁。學部先后聘任三屆委員會委員。第三屆委員會成員包括格力電器董事長兼總裁董明珠;前愛丁堡皇家學會副主席、中國科學院外籍院士、美國工程院外籍院士Tariq S. Durrani;美國工程院院士、邁阿密大學教授 James M. Tien等13位委員。

        To enhance the level of international education, the College established the International Advisory Board for the Discipline of Management and Economics at Tianjin University in September 2014 (hereinafter referred to as the "Board"). The Board is a prestigious advisory body composed of globally renowned business and political leaders, distinguished management scholars, economists, and prominent societal figures. It aims to provide strategic guidance and review for the long-term development of the Discipline of Management and Economics at Tianjin University, facilitate resource aggregation and integration, and serve as a bridge for communication and dialogue between the College and international academic and industrial communities. The College has successively appointed three cohorts of Board members. The third cohort includes 13 members, such as Dong Mingzhu, Chairman and President of Gree Electric Appliances; Tariq S. Durrani, former Vice President of the Royal Society of Edinburgh, Foreign Member of the Chinese Academy of Sciences, and Foreign Member of the U.S. National Academy of Engineering; and James M. Tien, Member of the U.S. National Academy of Engineering and Professor at the University of Miami.

        學部充分發(fā)揮各學科優(yōu)勢,積極拓展國際合作伙伴,與諸多國際知名高校建立了長期穩(wěn)定的合作關系。2018年至今,學部與來自8個國家和地區(qū)的15所高校簽署交換生、聯(lián)合培養(yǎng)、雙學位等各類合作協(xié)議,開展交流活動,涵蓋了本碩博各專業(yè)學生,合作院校包括倫敦大學學院、密歇根大學、莫斯科國立大學、普渡大學、馬里蘭大學、雷丁大學、新加坡國立大學等。

        The College fully leverages the strengths of its disciplines and actively expands international partnerships, establishing long-term and stable cooperative relationships with numerous globally renowned universities. Since 2018, the College has signed various cooperation agreements with 15 universities from 8 countries and regions, including exchange programs, joint training initiatives, and dual-degree programs. These collaborations involve students across undergraduate, master’s, and doctoral levels and include institutions such as University College London, the University of Michigan, Moscow State University, Purdue University, the University of Maryland, the University of Reading, and the National University of Singapore.
